Work on safe roads, reliable bridges, and attractive bike paths as a contract manager for operations and maintenance in North Holland.

Locks, bridges, roads, shoreline protection, and public transportation connections: you’ll find them all in North Holland. Just take a drive from Schiphol to the very tip of Texel. The province invests heavily each year in the quality of this infrastructure. Proper management and maintenance don’t happen on their own. Hundreds of thousands of people use these facilities every day. Together with your colleagues and contractors, you’ll ensure that North Holland remains safe, accessible, and future-proof. In doing so, you’ll make a visible difference every day for residents, businesses, and visitors.

Your Job

As a contract manager, you’ll work on the management and maintenance of infrastructure in central North Holland. You’ll serve as the link between the province’s management and maintenance organization and our contractors. There’s one central goal: a safe, accessible, and well-maintained road network, with as little disruption to road users as possible—all within the framework of asset management, of course. 

You’ll be working on maintenance contracts that have significant social value. Roads, bridges, locks, and waterways must be safe, accessible, and reliable—both today and in the future. You’ll ensure that agreements are carried out and that residents, business owners, and visitors experience as little disruption as possible. 

In a dynamic environment, you keep a cool head and maintain a clear overview. You focus on quality, planning, risks, performance, and costs. You’re straightforward when necessary, but always choose to have a constructive conversation. It’s precisely by bringing different interests together that you build support and achieve results as a team.

Together with the IPM team, you will oversee a multi-year, multidisciplinary maintenance contract worth tens of millions of euros. You will monitor the progress of the UAV-GC contract, make adjustments as needed, evaluate and process changes, and ensure that the contract is carried out in accordance with the terms. 

You look beyond today’s tasks. From an asset management perspective, you contribute ideas about what our infrastructure will need in the long term. You carefully wrap up current contracts, oversee the transition to new contracts, and build constructive relationships with contractors. Learning, improving, and innovating are natural parts of your work. 

Help build an asset-based management and maintenance system

You’ll be joining an organization that’s rapidly evolving. Over the next few years, the province of North Holland will be shifting from area-based to a more asset-based approach to management and maintenance. We’re increasingly organizing our work around our assets: from roads and bridges to locks and waterways. 

For you, the maintenance contract remains the foundation. At the same time, there’s an exciting challenge: how can you best align the execution of those contracts with an asset-focused approach? You’ll contribute ideas on how to structure contract management, share your practical knowledge, and help further develop processes, collaboration, and contracts. 

Together with colleagues in the Management sector, you’ll help build a future-proof organization. In this way, you’ll not only ensure proper maintenance, but also help create a province that’s ready for whatever tomorrow brings.

Here's what we offer 

  • A gross monthly salary between €4,513.02 and €6,369.30 (scale 11) based on a 36-hour workweek. This does not include the Individual Choice Budget of approximately 22% of your gross monthly salary, which you can use, among other things, to exchange for additional days off. 
  • A budget of €6,000 every 5 years for training. In addition, there are other learning opportunities, because your professional development is important to us. You can also use part of the budget to stay energetic and fit on the job. 
  • An annual pay raise of 3%, up to the top of your pay scale. 
  • A good pension plan to which the province contributes. 
  • Full reimbursement for commuting and business travel when using public transportation. 
  • A one-year contract, with the intention of offering you a permanent contract at the end of that year. 
  • Our office is our base of operations. In consultation with you, we offer the option to work from home. We’ll provide a desk, monitor, and other equipment so you can set up your home office properly.

You’ll be working alongside 30 colleagues in the Management Department within the Management and Operations Division (B&U). What does this division manage? Approximately 600 kilometers of roads, 250 kilometers of waterways, 50 kilometers of public transit tracks, 400 kilometers of bike paths, 10 locks, and over 550 bridges. The Management Department acts as the contracting authority for maintenance partners of the province of North Holland and ensures the optimal management of our assets: roads, waterways, engineering structures, and street furniture. You’ll be joining a dedicated and informal team where colleagues support one another, share knowledge, and take pride together in what they achieve. We focus on the future and are engaged with developments in areas such as sustainability and technology. This dynamic makes our work even more interesting!

  • Strong communication skills. You involve contractors, engineering firms, and colleagues in your decision-making process. You’re thorough when it comes to the details, but always prioritize maintaining the relationship.
  • Firm and confident. You understand what motivates others, aren't afraid to make decisions, and hold people accountable when they don't follow through on agreements.
  • A connector. You bring people together, build support, and motivate colleagues and partners to work together to achieve the best possible results.

Furthermore, you have:

  • A level of work and thinking equivalent to that of a higher professional education (HBO) or university (WO) program.
  • At least three years of relevant experience as a contract manager.
  • Knowledge of, or an interest in, infrastructure and civil engineering (do you mainly have an interest? If so, please explain why in your cover letter).
  • Knowledge of, or an affinity for, large-scale multidisciplinary maintenance contracts.
