Technical Manager of Cultural Engineering

Will you help the Water System Projects Team of the Rijn and IJsel Water Board to realize the most beautiful and important tasks? And would you like to use your technical knowledge for projects that have a real impact on water quality, nature and climate? Then we are looking for you!

Job Description
As technical manager you are responsible within the portfolio team for the technical quality of the projects. You are involved from the first idea to the transfer to the management organization. You monitor the process, content, budget and planning of the technical part.

Within our management area we are working on large and complex tasks, such as the Water Framework Directive (WFD), water retention and improving water quality. The Water System Projects Team plays a central role in this. The projects are bundled in portfolios such as Water in Rural Areas (WILG) and City & Village.

Projects are becoming increasingly large and technically challenging. That is why we are looking for a colleague who brings strong technical expertise, can translate strategy into execution, and can independently lead (partial) projects.

You provide:

  • A regular technical point of contact for project teams, managers, stakeholders and market participants.
  • Defining and monitoring the technical scope in all project phases.
  • Good content transfer of the final product to the administrator.
  • Understanding and weighing technical requirements of internal and external stakeholders.
  • Applying frameworks, guidelines and new techniques and methodologies.
  • Sharing your knowledge within the Technical Management cluster and contributing to professional development.

You will start projects within the Water in Rural Areas and City & Village portfolios. You are active in the exploration phase, plan development and realization. You will work closely with colleagues from the Department of Projects and Management & Maintenance, and with partners in the area.

Job Requirements
You have a solid technical foundation and know how to move projects forward. You are analytical, practical and communicatively strong.

Furthermore, you possess:

  • A college degree in Land and Water Management or Civil Engineering.
  • Minimum of 5 years' experience in cultural engineering issues.
  • Experience in hydraulic engineering, earthwork and/or dredging projects.
  • Knowledge of the consulting and contractor industry.
  • Experience in procurement and contracting.
  • Experience collaborating in IPM teams.
  • The ability to look critically at your own work as well as that of others.
  • A proactive attitude and the firmness to lead partners.
  • An VOL-VCA, or you are willing to obtain one.

This is what we offer you

  • A challenging and versatile position with high degree of independence for 32 - 36 hours per week. 
  • An appropriate monthly salary between €4,780 and €6,583 (scale 11) for a 36-hour work week.
  • An Individual Budget of Choice (IKB) of 21% of your gross annual salary. The IKB allows you to partly compose your benefits package yourself, as it consists of money and leave hours that you can use when it suits you.
  • A personal budget of €6,000 (up to the age of 35 this is as much as €12,000) to attend training, courses and activities over a 5-year period.
  • Ability to work flexibly.
  • A reimbursement of up to € 1,000 for setting up your home office from a health and safety perspective. You will also receive a home office set from us to work optimally from home. That's great, because from the summer of 2026 our headquarters will be renovated and a comfortable home office is extra important.
  • A home working allowance of €3.50 net per home working day.
  • You will receive travel reimbursement for both commuting and duty travel.
