As urban planning policy advisor you will guide and advise on urban planning issues in the city of Arnhem. The city is in full development and transformation. For example, we are faced with the task of building sixteen thousand homes in the existing urban area until 2040, in Kronenburg, Arnhem west and Spoorzone Arnhem Oost, among others. In addition, we want to keep the inner city attractive while the playing field changes and the vulnerable neighborhoods also require our attention.

What will you do?

As an Urban Planning Policy Advisor you will guide and advise on urban planning/architectural issues in the city. As an urban planner you are an advisor to multidisciplinary project teams where you translate spatial and social ambitions into ambitions and preconditions in area development. You work together with internal and external parties on urban development projects, participate in project groups and consult with external stakeholders and residents.

The municipality of Arnhem has an attractive city center and a special landscape context, but Arnhem also has vulnerable neighborhoods where poverty and health require attention. The tasks vary in scale and complexity, are very diverse and often have a long duration. You will contribute to projects independently or together with the strategist/urban planner or senior urban planner and elaborate these in visual advice and presentations.

The main duties you have:

  • Preparation of integral urban planning analyses, frameworks, spatial policy recommendations, designs and visions including coordination with all relevant parties;
  • Pick up private initiatives from the city that are brought into the initiative council;
  • The main task will be to be part of area developments and related projects.
  • Translating plans into the environmental plan and presenting plans within the project team and at external and administrative meetings.

Our team, Urban Design, Landscape and Mobility includes consultants with diverse backgrounds, such as urban planners, landscape designers, planners, traffic engineers and draftsmen, so you can draw on the knowledge available. We like a good atmosphere, working together and we have an eye for everyone's development opportunities.

This team is part of the Strategy, Policy and Direction (SBR) cluster, which includes the housing, environmental heritage, sustainability and social domain teams. Things can always be different, better or more beautiful. And we at SBR work hard at that. Sometimes visible on the street, but also behind the scenes at the office, we work on everything the municipality has to offer. What was current yesterday is history tomorrow and vice versa. That is what makes working at SBR so fascinating, dynamic and versatile. We are the pivot when it comes to translating needs and initiatives of citizens, businesses and government into programs and policies. We translate new movements into new strategies, programs and (policy) plans. We always do this together with the city, but we are the director. We leave the implementation to our colleagues and partners in the city.

What do we offer you?

At the Municipality of Arnhem, based on a 36-hour work week, you can count on:

  • A good gross monthly salary in scale 11, minimum €4,465 to a maximum of €6,343 based on a 36-hour work week;
  • 12-month employment with the intention of permanent employment;
  • 144 statutory vacation hours and 57.6 non-statutory vacation hours per calendar year based on a 36-hour work week;
  • 17.05% financial elective budget based on a 36-hour work week, which is at your disposal. You can have this budget paid out or use it for various purposes;

Who are we looking for?

With your craftsmanship at the intersection of urban planning and architecture, you know how to effortlessly inspire colleagues and draw them into your vision. You easily switch between scale levels, interests and disciplines, and you feel at home in an environment where integrality is the norm.

You know the dynamics of an urban organization and know your way around. The space and responsibility you are given within your projects suit you: you stand firm, take initiative and dare to take the lead when necessary.

Further we ask:

  • HBO (bachelor Wo (academic) working and thinking level, supplemented by a relevant degree in urban planning or architecture with an affinity for urban planning;
  • At least three years of working experience in the field of urban planning and/or architecture at the Wo level or at least 6 years at the HBO level;
  • Good communication skills, both in text and imagination;
  • Digital skills (Microstation/Autocad, Photoshop, Indesign, Illustrator and Sketchup);
  • Design and graphics skills.
