Coordinator of Underground Infra

Richard (manager): "Things are getting busier in the underground. In addition to the traditional gas, water and electricity networks, the underground is increasingly being used for data communication, energy transition, climate adaptation and so on. For my team, I am looking for a coordinator to oversee the existing and expanding underground networks in our municipality as they grow along with our ambitions and tasks."

What will you do?

Your challenge will be to work with your colleagues to manage the maintenance of cables and pipes and the laying of new cables and pipes in our municipality. The position is in a state of flux with the arrival of the Energy Transition and all the housing projects our municipality has to deal with. In addition, the measures from the Municipal Water Task Plan will require a lot of energy in the executive area in the coming years. By working proactively with the network operators and building relationships, you will be able to make an active contribution to updating relevant policy documents and keeping an eye on the interests of our municipality.

  • You are the point of contact for (utility) companies and our residents and ensure good cooperation and mutual coordination in the execution of the work.
  • You will chair the periodic network operator meetings and monitor the progress of the agreements made with the (utility) companies and internal project managers regarding the planning and execution of the work.
  • You will manage and update the cables and pipes manual.
  • You will provide input for the AVOI and dues ordinance.
  • You coordinate municipal activities in public space and the activities and wishes of stakeholders within the theme of cables and pipes.
  • You will work closely with the cable and pipeline supervisor.
  • As far as underground infrastructure is concerned, you will be the point of contact for the civil project leaders and participate in the various project groups.
  • You will advise in various permit applications related to underground infrastructure.
  • You will be responsible for handling applications and permits within the MOOR program.

Who are we?

You will work in the Environment Department with approximately 200 employees. Your home base is the Interior and Public Space Management (IBOR) team with approximately 30 colleagues. The team consists of the departments Green, Games and Landscape, Roads, Water and Sewerage and Projects. This position belongs to the Roads department, which consists of a senior administrator, consultant, two road managers, work planner, assistant administrator and supervisor.

Emiel (consultant): "You are the link between the municipality and the network operators in the field of underground infrastructure and internally the link between policy and implementation. Together you look for the optimal solution based on all interests."

What do we offer you?

  • A salary of up to €4,752 gross per month for 36 hours per week (job scale 9).
  • This position is still under final classification in HR21.
  • One-year contract with the intention of converting to a permanent contract thereafter.
  • An individual choice budget (IKB) of 17.05% of your gross annual salary. The IKB allows you to partially and flexibly arrange your terms of employment yourself.
  • Ability to work from home with flexible working hours.
  • A home office budget of €550 to set up your home office.
  • A home office allowance of €3 net per day or travel allowance (max. 60 km) when you come to the office.

  • At least a completed secondary school education.
  • You have experience in spatial domain and underground infrastructure.
  • You have experience working in a political-administrative environment and knowledge of municipal decision-making processes.
  • You have an affinity for public space management.
  • You have knowledge of the Telecom Law, the AVOI, CROW 400 and 500, the Lig/Leg scheme and Disadvantage Compensation scheme and fiber optic rollout.

Where will you be working?

The municipality of Rheden with nearly 45,000 inhabitants and 7 village centers a pleasant living,- working and living environment for everyone. In 2023 we celebrated our 450th anniversary! The municipal organization is in full development and is committed with approximately 475 employees daily for residents and entrepreneurs, businesses and institutions and visitors.

In 2024 we will move back to our new circularly built town hall in De Steeg between the Veluwezoom and the IJssel floodplains. The town hall is spatially high-quality fitted into this environment and has been completely rebuilt. That is where you want to work!
