Haarlem and Zandvoort | 32-40 hours | Higher professional education | Max. €5,802 + 15% PAB!

Do you want to make a real impact as an expert in public spaces? At Spaarnelanden in Haarlem & Zandvoort, we are looking for a Civil Engineer (Public Spaces) who can strengthen projects and take the living environment in the municipalities of Haarlem and Zandvoort to the next level.

What will you do?

As a Civil Advisor, you will play a key role in the management and maintenance of public spaces in Haarlem and Zandvoort. You will support implementation and act as the link between our outdoor work and the municipalities. You will translate inspection data, reports, and policy into concrete maintenance recommendations and implementation programs. In doing so, you will focus on areas such as open pavements, semi-pavements, street and traffic furniture (Haarlem and Zandvoort), sewers, pumps and pumping stations, and civil engineering structures (Zandvoort).

Your duties will include:

  • Preparing recommendations, inspection plans, and action plans for pumps, pumping stations, and main sewer systems, for example.
  • Advising on daily and major maintenance of open pavements and semi-pavements.
  • Developing strategic action plans for overdue maintenance based on analyses of reports and CROW image quality measurements.
  • Preparing recommendations regarding the replacement of street and traffic furniture, civil engineering structures, and pavements.
  • Coordinating tactical consultations with clients, such as the municipality. Translating new policies, such as climate adaptation, into implementation.
  • Identifying innovations in the sector and maintaining contact with other maintenance parties in the region.

Which team will you be joining?

Together with project coordinators and the Green Advisor, you will be part of the Public Space Management department. In terms of content, you will work as the right-hand person of the Infrastructure/Civil Engineering team leader, who is responsible for day-to-day operations in Haarlem and Zandvoort. You will use your expertise to guide management and maintenance within the ‘gray’ domains.

What do you bring?

  • A completed higher professional education degree in, for example, Civil Engineering or similar.
  • At least 3 years of experience in an advisory role within the public sector.
  • Extensive knowledge of infrastructure management and maintenance, such as pavements, sewerage systems, and street furniture.
  • Solution-oriented and strong communication skills.
  • Persuasiveness so that you can easily switch between policy and implementation.
  • You enjoy independence but also collaboration.


Experience within the municipal sector is an advantage.
