In order to guarantee the construction quality, Rijkswaterstaat contractually prescribed the use of a Technical Inspection Service (TIS) agency for the realization of the Blankenbrug connection. BAAK chose Seconed, part of the SECO Group with more than eighty years of experience within more than 30,000 construction projects.
A TIS agency is an independent and expert agency that performs risk-based reviews on both design and also execution. "We independently assess the technical construction quality of a project," explains Rob Dingemans, project manager for the Blankenburg connection on behalf of Seconed. In other words, Seconed takes care of the elimination of increased risks to structural safety, as it is doing, among other things, for construction of the new connection of the A16 'De Groene Boog' in Rotterdam-Noord.
"TIS starts with a risk analysis on (the occurrence of) hidden defects and the limitations in functionality of a structure," Dingemans continued. "This analysis is a living document that is continuously updated as a project progresses. After all, risks are subject to change, they decrease with the application of appropriate control measures, and in some cases new ones are added. We follow this project from final design to completion. We check the design and randomly inspect on site at crucial go/no go moments such as reinforcement checks just before a concrete pour. Based on all relevant available information and checks, we provide a solid statement on the building quality of the structure. The aim is to ultimately issue a final statement on the quality and reduced technical risk profile of the work carried out, without reservations. Nice bonus is that by normalizing technical risks, we also contribute to more efficient construction and the reduction of (failure) costs." Seconed, your partner in better construction!
