Even a year before work began on the dike, damage specialists from TOP Expertise were out in the field. Not to assess damage. But for the first preliminary surveys to gain insight into the structural condition of the buildings and whether any damage is already occurring naturally without any work taking place.
Preliminary surveys are a preventive measure, explains engineer Aart-Jan Slingerland, co-director of TOP Expertise. "A preliminary survey is performed by us from the point of view of a damage expert. This facilitates the settlement of a damage claim. Should unexpected damage occur, we can act quickly. After all, all 'preventive' data is already known." Prevention is one of TOP Expertise's four pillars. In addition, as an independent expertise agency, they specialize in arranging technical damages for CAR, AVB and legal expenses insurances, among others, for performing inspections and for claim settlement. "For claims handling, we can set up a claims desk for each specific project where we unburden the client and contractor(s) in settling claims issues. If a claim issue becomes larger and thus exceeds the deductible on a policy, we settle the claim further for insurers."

In the preliminary phase of the dyke reinforcement, TOP Expertise has drawn up a monitoring plan for carrying out vibration measurements, height measurements and crack-width measurements. Using the monitoring plan, risks during the work remain manageable. Aart-Jan: "We mapped specific properties, mostly monuments, structurally. The impact of dike reinforcement is greatest on such properties. Is there already a history of damage? Are there visible defects that already need to be repaired? If you have this insight, you can adjust your work accordingly. Consider, for example, working with lighter equipment or reinforcing a foundation in advance. During the course of the project, all objects are continuously monitored. If we see measurements with values above the norm, we take action immediately. We investigate the cause so that the right measures can be taken."
In addition, the preliminary survey plays an important role in any claim and damage settlement. "Our strength is the mix of prevention and claims handling," said Robert Kruik, NIVRE-re claims expert and co-director of TOP Expertise. "Because we have insight into the existing, original situation thanks to prevention, we can move quickly in the event of any calamities. Because being able to settle claims quickly is valuable for contractors as well as residents. We are the link between different parties. Good communication and an eye for everyone's interests are essential here. The challenge is to settle a claim with a good feeling for all parties involved. The earlier and better a damage is handled, the better it is for those involved and for the progress of a project."
